Overview

The Public Sector Governance team at Oxford Policy Management is currently seeking a Finance and Admin Lead, with a strong focus on grant management, on a fixed-term basis for the Wajibika Programme, a 6-year FCDO and SDC funded programme.

 

The position will be located in OPM's Tanzania office.

Position Summary

About the Programme

 

OPM is delivering a contract to implement the WAJIBIKA programme in Tanzania – a 6-year FCDO and SDC funded programme.  The intended Impact of the programme is a more open, inclusive society in Tanzania where government demonstrates greater accountability to the needs of its citizens.  OPM will deliver this Impact via three strategic Outcomes to support 1) effective civic space and inclusive political processes 2) media freedom and access to information, and 3) Government of Tanzania (GoT) knowledge, will and capacity for public service reforms. 

OPM’s successful proposal was based on a locally driven and issues-based approach that focusses on solving ‘sweet spot’ issues in the initial phases of the programme. Our approach invests in coalitions, rather than the specific agendas of individual CSOs. We will use evidence and politically informed analysis to develop interventions that will be closely monitored to holds us accountable. Our adaptive management will provide flexibility to respond rapidly to the evolving context and ensure that value for money is achieved by targeting programme resources where they have greatest impact.

 

Working with national partners, we will design issues-based interventions that support an opening of the civic space. Activities will target transparency and accountability, and the greater engagement of women and excluded groups in political processes. We will support CSO coalitions move the dial to where government sees value, and not just a threat, from civil society. Our support will change the way CSOs work, to embed political thinking and coalitions that seek practical solutions.

 

Overview of the role

 

This is a key role within the core team leading on 5 interlocking functions:

  • Leading on all financial aspects of grant making including grant manual development, performance management, capacity needs assessment and development.
  • Programme finance management including compliance with FCDO requirements; workplan/implementation budget preparation and revisions, timely and accurate forecast projections and reporting; analysis to support management decision-making
  • OPM related finance management including timely invoicing and supporting corporate forecasting and analysis
  • Operations management.
  • Procurement oversight.

Grants management

  • Conduct pre-grant reviews, perform due diligence assessments, and provide detailed reports with recommendations for decision-making.
  • Collaborate with Component Leads to review budgets, financial reports, and partner grant disbursements while managing partner financial performance and risk tracking.
  • Prepare and process grant disbursement requests, adhering to reporting and FCDO compliance requirements.
  • Ensure partners comply with FCDO financial management standards and develop robust financial systems for effective programme delivery.
  • Perform financial monitoring visits, provide on-site coaching, and ensure adherence to subaward terms and conditions.
  • Monitor fund flows, manage financial forecasting, and ensure timely review or amendments to Accountable Grants and MoUs.
  • Review partner financial reports (monthly/quarterly/annually), provide tailored financial management support, and mitigate risks of poor financial performance.
  • Support the project produce rigorous Value for Money analysis by working with the MEAL lead on the required analysis of the grants portfolio
  • Maintaining updated records of grants, disbursements, and financial data on MIS to support the VFM analysis and to ensure a complete audit trail.

Programme finance management

 

  • Lead overall workplan/implementation Budget preparation and revisions to ensure an accurate estimation of workplan/implementation cost
  • Support and monitor compliance with FCDO rules and regulations, and internal financial policies.
  • Track financial performance of the three Wajibika components and sub-projects, providing analysis, variance reporting, and constructive feedback to programme teams.
  • Produce mandatory monthly and quarterly financial reporting, including variance analysis, narrative reports, and management reports.
  • Support the development and strengthening of internal controls to mitigate risks, ensuring compliance with financial processes.
  • Liaise with FCDO programme manager providing financial updates, highlighting risks, and proposing mitigation plans.
  • Develop and maintain strong working relationships with internal and external stakeholders to ensure financial excellence and compliance, building capacity for financial quality assurance through training and support for the programme team and implementing partners.
  • Improve financial awareness and management by providing support to non-finance staff in understanding financial processes and reporting.
  • Lead the process of developing and reviewing finance policies and procedures (manual) for the general operations
  • Participate in all required internal reporting and routine financial reporting to FCDO.

Corporate finance management responsibilities

  • Monthly closing of the accounts (OPM books), review, approval and uploading budget & forecast in D365; Approving client invoice in D365

 

  • Management Accounts; Revenue Recognition – OPM accounts; Providing support for budgeting and forecasting; Raising client invoice in D365 for PM’s approval; project financial reports and variance analysis and share with project team
  • Prepare monthly programme cash flow forecasts for FCDO and respond to queries raised.
  • Organize internal and external programme reviews (e.g. expenditure verification, internal and external audits.

Operations management

Working with programme staff ensure efficiency and compliance with requisite FCDO and OPM standards in the:

 

  • provision of logistical support for deployment of personnel to the field meeting all duty of care and security requirements
  • delivery of project events and workshops
  • contracting and payment of vendors and sub-contractors
  • review and compile timesheets for team members and sub-contractors
  • procurement and maintenance of office, vehicle, equipment and supplies

Procurement

 

  • Lead procurement and contracting of suppliers and consultants

 

Other Duties

 

  • Perform other duties and tasks that may be assigned as part of the role function.

 

Key Qualifications / Experience / Skills / Behaviours

Key Skills & Requirements:

  • Proven experience in financial management, grants, and donor compliance.
  • Strong analytical, risk assessment, and financial reporting skills.
  • Ability to work collaboratively with programme teams, partners, and external stakeholders.
  • Experience with FCDO or similar donor financial standards is an advantage.
  • Excellent communication, organisational, and problem-solving skills.
  • Strong inter-personal skills with fluency in both English and Swahili languages.

 

Qualifications

  • A bachelor’s degree in accounting or finance. A master’s degree in finance will be an added advantage.
  • A member and compliant with CPD requirements of a recognised accounting body such as CPA-T or ACCA.
  • A training certificate in project/programme/fund or grants management.
