Overview

The Governance and Social Development team at Oxford Policy Management is seeking team members to support OPM’s work in finalising the Gender Roadmap with the Ministry of Women and Social Affairs (MoWSA), in association with UN Womenin Addis Ababa, Ethiopia  It will be on a fixed-term basis, contingent on the successful outcome of a bid for an upcoming project. The position would be located in Addis Ababa, Ethiopia.

The objective is to finalize the Gender Road Map in alignment with the policy on the gender-equality roadmap and the women’s empowerment policy, as well as undertake the costing of interventions in the roadmap. These positions are contingent upon award.

 

The programme will support the MoWSA in aligning the draft national policy on gender equality and women’s empowerment policy . Additionally, based on the existing costing framework, the MoWSA and UN Women are also planning to update the costing of the roadmap. The assignment is expected to last two to three months and will require multiple experts with complementary skill sets. OPM is a research-based consulting company, originally started at the University of Oxford. We partner with governments, funders, and key decision-makers to deliver evidence-based policy expertise and practical solutions. Drawing on our global network, we work to strengthen resilience and advance sustainable development in low- and middle-income societies.

Position Summary

We are looking for qualified professionals who bring expertise across the following areas:

  • 5+ years of working with relevant ministries, clients and donors ideally in Ethiopia, working in gender related issues and undertaking costing of government action plans or strategies
  • 5+ years of extensive experience in the development of policies, strategies and action plans.
  • Understanding of issues relating to gender and reforms roadmaps. Experience of gender related studies, working with the Ministry of Women and Social Affairs, Ethiopia, UN Women and other funders
  • Proven experience necessary to build strong, senior level relationships with the Government in Ethiopia
  • Experienced in building collaborative engagement with government to address problems through collective action; Ability to lead high-level discussions with stakeholders
  • Oversee the development and implementation of agile and adaptive program work plans pivoting when the situation so demand, or progress is stalled; Experience in the use of data to track progress across government and the project
  • Proven record of creating and reviewing official policy and strategy documents, reports and research, especially bi-lingually in English and Amharic

Key Qualifications / Experience / Skills / Behaviours

Educational Qualifications

  • Masters, MBA, Ph.D. preferred in public administration, international development, economics, finance, OR
  • Masters, Ph.D. preferred in gender, human rights, policy and development or related fields, OR
  • Masters, Ph.D. preferred in Amharic/English language and literature
  • Fluency in English and necessary language capability in Amharic

  • Time commitment: Full-time contingent upon award
