The Governance & Public Sector Reform team at Oxford Policy Management (OPM) is seeking a National Local Governance Consultant on a part-time consultancy basis, contingent on the successful outcome of a bid for an upcoming UNICEF programme in Uzbekistan.

The Governance & Public Sector Reform team works to strengthen institutions, accountability, and service delivery through improved evidence, data systems, and participatory governance. Our programmes support governments and partners to make better-informed decisions that enhance transparency, equity, and effectiveness in public administration.
This specific assignment focuses on strengthening evidence-based local governance through the generation and use of disaggregated data on children and youth. The nine-month programme will support national and sub-national government actors to improve data-driven planning, budgeting, and service delivery for more inclusive and responsive governance in Uzbekistan.
Support engagement and coordination with local authorities (khokimiyats), councils, and civil society partners including the Yuksalish Movement.
Facilitate field-level data collection, validation, and integration into local planning and budgeting processes.
Provide insights on child- and youth-related policy priorities and ensure their reflection in project deliverables.
Contribute to the design and facilitation of workshops, consultations, and training sessions at sub-national levels.
Act as a key bridge between the project team and local stakeholders to enhance ownership, capacity, and sustainability.
In-depth knowledge of Uzbekistan’s governance structures and local development planning processes.
Strong understanding of national child- and youth-related policy priorities.
Demonstrated experience in coordinating with local authorities and implementing partners, including civil society organisations.
Minimum of 5 years of relevant professional experience.
Fluency in Uzbek, Russian, and English (spoken and written).
Prior experience in UNICEF- or donor-funded projects is an advantage.
