Overview

The Governance & Public Sector Reform team at Oxford Policy Management (OPM) is seeking a Team Leader (Public Policy/Data Systems Expert) on a part-time consultancy basis, contingent on the successful outcome of a bid for an upcoming UNICEF programme in Uzbekistan.

The Governance & Public Sector Reform team works to strengthen institutions, improve accountability, and promote evidence-based policy reform. Our work spans public financial management, local governance, data systems, and service delivery, with a strong focus on building government capacity and supporting inclusive, data-informed decision making.

 

 

Position Summary

This specific assignment focuses on strengthening evidence-based local governance through the generation and use of disaggregated data on children and youth. The nine-month programme will support national and sub-national government actors in Uzbekistan to improve data-driven planning, budgeting, and service delivery.

  • Provide overall leadership and quality assurance across all project deliverables.

  • Lead on policy analysis and the integration of child- and youth-focused data into governance and service delivery frameworks.

  • Manage and coordinate a multidisciplinary team of international and national experts.

  • Engage with UNICEF, government counterparts, and local stakeholders to ensure ownership and uptake of recommendations.

  • Deliver actionable insights and recommendations to strengthen evidence-based governance in Uzbekistan.

Key Qualifications / Experience / Skills / Behaviours

  • Proven track record in leading complex governance or development assignments, ideally in local governance, data systems, and public policy.

  • Strong expertise in managing and mentoring technical teams.

  • Experience working with child- and youth-related policy priorities, data systems, and participatory approaches.

  • Demonstrated ability to manage stakeholder engagement processes at both policy and field levels.

  • Regional experience in Central Asia is desirable, though not essential.
