The Health Practice team at Oxford Policy Management (OPM) is seeking National Climate Change and Health Consultants (Health Practice) on a part-time and fixed-term basis, contingent on the successful outcome of a bid for an upcoming project on climate and health vulnerability assessment.

The team will focus on
We are looking for national consultants with experience in:
Identifying and collating health data and key documents available in-country.
Being bi-lingual in French or Portuguese and English; able to support interviews and document reviews in French/Portuguese and produce written reports in English.
Maintaining strong working relationships with the Ministry of Health and other relevant national stakeholders.
Bonus experience includes:
Understanding and experience in working on the climate and health nexus, particularly in relation to HIV, TB, and malaria.
Conducting quantitative and qualitative research, supporting literature reviews, and analysing key health documents.
Collaborating with the Global Fund (GF) and demonstrating good knowledge of GF investments and HIV/TB/Malaria (HTM) programs.
Essential:
Educational background: A university degree in public health, environmental health, epidemiology, social sciences, climate change, or a related field.
Professional experience: Demonstrated experience working in the health sector (HIV, TB, malaria, or broader health systems), particularly in data collection, policy research, or program implementation.
Proven ability to identify, collate, and analyse national and subnational health data and review key documents and reports.
Strong bilingual communication skills – fluent in English and either French or Portuguese (written and spoken).
Experience collaborating with Ministries of Health and engaging other relevant in-country stakeholders such as development partners and research institutions.
Excellent analytical, writing, and presentation skills, with the ability to synthesise technical information clearly and concisely.
Proven ability to work independently, manage competing priorities, and deliver high-quality outputs to deadlines.
Desirable:
Experience working on projects at the intersection of climate change and health, including vulnerability assessments, adaptation planning, or resilience analysis.
Familiarity with Global Fund programs and HIV/TB/Malaria (HTM) investments, particularly in sub-Saharan Africa.
Experience conducting quantitative and/or qualitative research, including literature reviews and data analysis.
Previous consultancy or research experience with international development organizations, NGOs, or donor-funded programs.
Understanding of country health information systems, data governance, and evidence-based policy development.
