Overview

The Project Management team at Oxford Policy Management is currently seeking a Project Administrator on a fixed-term basis for a period of  9 months. 

 

The position will be located at our Islamabad- Pakistan Office

Position Summary

The objectives of Project Management team is - the effective delivery of projects by ensuring strong operational coordination, financial control, and compliance with internal processes and client requirements. The team works closely with Project Managers, Finance, and Operations to manage project set-up, budgeting, invoicing, procurement, and reporting throughout the project lifecycle. By maintaining robust systems and clear processes, the PMO enables project teams to focus on high-quality delivery while ensuring organizational standards are met. The function also contributes to continuous improvement of delivery systems and supports efficient resource and financial management across the portfolio.

 

The position of Project Administrator is an entry-level job that is responsible for supporting the operational and financial management of projects to ensure smooth delivery and compliance with organisational procedures. The role works closely with Project Managers, Finance, and other internal teams to coordinate project administration, monitor budgets and procurement processes, and support accurate financial tracking and reporting. By ensuring timely processing of project documentation, purchase orders, and invoicing requirements, the role helps maintain operational efficiency and financial accountability across projects. Specifically:  

 

Contracting and Procurement

  • Lead the end-to-end contracting process including supplier due diligence, supplier set-up, contract preparation, negotiation coordination, and contract issuance.
  • Coordinate with vendors, consultants, and contractors to ensure timely contracting and compliance with organisational procedures.
  • Maintain accurate contracting records and follow up on approvals, documentation, and execution timelines.

Logistics and Delivery Coordination

  • Manage project logistics including vendor coordination, contractor arrangements, and travel or activity planning as required.
  • Ensure smooth implementation of project activities by proactively resolving operational issues and coordinating across stakeholders.
  • Oversee delivery logistics from planning through completion, ensuring activities run efficiently and according to plan.

Financial Management and Reporting

  • Support project financial management including budget monitoring, preparation of financial templates, and expenditure tracking.
  • Coordinate project invoicing processes including client invoices, supplier invoices, and contractor payments.
  • Prepare and maintain monthly accruals, forecasts, and financial trackers across assigned projects.
  • Maintain accurate financial records and ensure compliance with internal financial processes.

Project Governance and Administration

  • Coordinate internal project set-up processes and maintain project documentation in organizational systems.
  • Organize and support governance processes including project gates, board reviews, and monthly project review meetings.
  • Manage project close-out processes including documentation, financial reconciliation, and filing requirements.

Events and Stakeholder Coordination

  • Coordinate project-related events and workshops including logistics, budgeting, and expense management.
  • Liaise with internal teams and external partners to ensure effective coordination and communication across project activities.

Key Qualifications / Experience / Skills / Behaviours

  • Bachelor’s degree in Business Administration, Finance, Economics, Management, or a related field (recent graduates encouraged to apply).
  • Strong numerical aptitude and comfort working with data, numbers, and financial information.
  • Demonstrated ability to learn quickly and adapt to new tasks and operational processes.
  • Basic familiarity with Microsoft Office tools (Excel, Word, PowerPoint).
  • Ability to quickly learn and navigate new software platforms, project management systems, and internal tools.
  • Strong numerical and analytical skills with attention to detail in handling financial and operational data.
  • Ability to maintain organized documentation, trackers, and records across multiple projects.
  • Strong work ethic with a willingness to learn and take on new responsibilities.
  • Ability to manage multiple tasks simultaneously and prioritise work effectively.
  • High level of responsiveness, reliability, and accountability in completing assigned tasks.
  • Ability to work independently while taking initiative to resolve operational issues or escalate when needed.
  • Flexibility to accommodate variable work schedules when project demands require it.
  • Strong communication skills and ability to coordinate effectively with internal teams and external stakeholders.
  • Internship or academic exposure to project management, finance, operations, or consulting environments.
  • Demonstrated interest in international development, consulting, or social impact work.
  • Experience organizing academic, volunteer, or extracurricular activities requiring coordination and responsibility.
  • Familiarity with digital collaboration tools (e.g., Teams, project management platforms, shared trackers).
