Overview

The Project Management team at Oxford Policy Management is seeking a Programme Manager on a fixed-term basis, contingent on the successful outcome of a bid for an upcoming project.  The position would be located in Ramallah, Palestine.

Position Summary

We are seeking an experienced Programme Manager to lead the day-to-day management and delivery of a major, multi-year technical assistance programme implemented in close partnership with government institutions and an international donor. 
 
This is a hands-on programme management role, responsible for ensuring the programme is delivered to contract, meets all donor and compliance requirements, and supports the technical team to achieve meaningful, politically informed results. 

Key Responsibilities 

Programme & Delivery Management 

  • Lead overall programme management across all phases, from mobilisation and inception through implementation and closure. 
  • Maintain and oversee delivery plans, workplans, milestones and critical dependencies. 
  • Coordinate a multidisciplinary team, including embedded advisors, short-term specialists and programme support staff. 
  • Manage an adaptive, demand-led delivery model while maintaining coherence, focus and control. 
  • Support politically informed and context-responsive decision-making in close collaboration with senior counterparts. 

Financial & Contract Management 

  • Oversee programme budgets, expenditure trackingforecasting and timely invoicing. 
  • Manage delivery within a payment-by-results environment and performance KPIs. 
  • Support value-for-money analysis and financial compliance requirements. 

Risk, Governance & Compliance 

  • Maintain and actively manage the programme risk register and issue log. 
  • Support programme governance structures, including steering committees and operations meetings. 
  • Ensure compliance with safeguarding, duty of care, data protection and audit requirements. 
  • Proactively identifyescalate and mitigate risks and issues. 

Reporting & Donor Engagement 

  • Lead coordination and quality assurance of all programme reporting. 
  • Ensure reporting is timely, accurate and written to a high professional standard. 
  • Act as a key interface with the donor programme team on delivery and performance. 

Leadership & Stakeholder Management 

  • Build, lead and sustain high-performing, multidisciplinary teams 
  • Build strong relationships and influence across senior stakeholders, clients and delivery teams 
  • Actively manage expectations, priorities, and competing interests 
  • Surface, mediate, and resolve issues across projects and stakeholders 
  • Facilitate timely, well-informed decision-making at the right governance level 
  • Embed strong planning, documentation and quality-assurance practices. 

Key Qualifications / Experience / Skills / Behaviours

We are looking for a delivery-focused programme manager who is comfortable operating in complex, high-pressure environments. 

Essential Experience 

  • Significant experience managing large or complex development projects and programmes. 
  • Proven experience managing donor-funded programmes, ideally with FCDO projects. 
  • Experience working in Palestine. 
  • Familiarity with demand-led or adaptive delivery models and adaptive project management. 
  • Strong track record in financial management, forecasting, risk management, and donor reporting. 
  • Experience working in politically sensitive, fragile or conflict-affected contexts. 
  • Experience coordinating multidisciplinary teams. 
  • Working proficiency in Arabic. 

Desirable Experience 

  • Experience working directly with or alongside government institutions. 
  • Experience overseeing embedded advisory support and short-term technical assistance. 
  • Educated to degree level or equivalent. 
  • Project Management qualifications at APM PMQ or PPQ level (or equivalent) or qualified by experience with evidence of continued professional development (CPD).
