Overview

The Poverty and Social Protection team at Oxford Policy Management is seeking a roster of international and national experts on a fixed-term basis, contingent on the successful outcome of a bid for an upcoming project.

 

The position would be located in Morocco and fluency in French and demonstrated experience working in Morocco are mandatory requirements of the following roles.

  • Health insurance
  • Social assistance
  • Unemployment insurance
  • Youth employment

Position Summary

This is not a single vacancy. We are building a flexible pool of specialists who can be mobilised on a demand-led basis to respond to evolving government needs throughout the life of the programme.

Technical Advisory & Analytical Support

  • Provide high-quality, context-sensitive technical advice in your area of expertise.
  • Conduct assessments, diagnostic studies, and policy analyses relevant to the Moroccan social protection context.
  • Develop practical recommendations that are politically informed and operationally feasible.
  • Support the design, implementation, or evaluation of social protection schemes and reforms.

Stakeholder Engagement & Knowledge Transfer

  • Work directly alongside Moroccan government counterparts to build institutional capacity.
  • Facilitate workshops, training sessions, and peer learning events as required.
  • Contribute to the co-production of technical outputs with national partners.

Reporting & Documentation

  • Produce high-quality written outputs including policy briefs, technical reports, and presentations.
  • Ensure all deliverables meet OPM's quality standards and the requirements of the programme.
  • Contribute to programme learning and adaptive management processes.

 

Key Qualifications / Experience / Skills / Behaviours

We are looking for experts who combine strong technical depth with practical experience in low- and middle-income country contexts, particularly in the MENA region.

 

Essential Experience

  • Significant expertise in at least one of the thematic areas listed above.
  • Proven track record of delivering technical assistance or advisory work in social protection.
  • Experience working in Morocco or a comparable MENA country context.
  • Demonstrated ability to engage with government counterparts at a senior level.
  • Excellent written and spoken French (mandatory).

Desirable Experience

  • Direct experience of demand-led or adaptive technical assistance programmes.
  • Experience supporting policy reform processes in fragile or transitional institutional environments.
  • Familiarity with international donor requirements and reporting standards.
  • Proficiency in Arabic.
  • Educated to degree level or equivalent in a relevant discipline.
