Overview

The Climate Policy and Finance team at Oxford Policy Management is currently seeking a Senior Consultant, Climate Finance & Investment on a Permanent basis. 

 

The position can be located in any of the following OPM offices: Abuja, Addis Ababa, Berlin, Dar es Salaam, Islamabad, Jakarta, Nairobi, New Delhi, or Oxford.

Position Summary

Working as part of the Policy Practice, the Climate Finance & Investment team helps partners mobilise and deploy finance for climate mitigation, adaptation, resilience, and inclusive growth, including through public, private, and blended finance solutions.

 

We are seeking a senior climate finance specialist with private-sector experience to strengthen our work at the intersection of blended finance, climate and disaster risk finance and insurance, green/sustainable finance, private-investment mobilisation/innovative finance, and inclusive-enterprise development/access to finance. This is a senior role for an experienced professional who combines strong technical depth with commercial acumen and a collaborative solution-oriented consulting style. 

 

The Senior Consultant, Climate Finance & Investment plays a central role in designing and delivering high-quality advisory and technical implementation support across a diverse portfolio of blended finance, risk transfer and enterprise development as well as climate resilience and adaptation to climate change. They contribute significantly to business development, strategic partnerships, and the continued growth of OPM’s offer in climate finance and investment, with a particular focus on:

 

  • Blended finance and innovative financing structures that crowd in private capital for climate and resilience outcomes
  • Climate and disaster risk finance and insurance, including solutions that strengthen resilience, adaptation, and risk reduction
  • Sustainable and green finance, including market development and institutional strengthening
  • Private sector climate finance, including financing solutions for MSMEs, start-ups, and early-stage ventures, with particular attention to inclusive and women-led enterprise growth
  • Investment pipeline development, including identifying, shaping, and supporting financeable and investable opportunities in emerging and frontier markets

As a Senior Consultant, Climate Finance & Investment at OPM you will:

Technical delivery and project leadership

 

  • Lead and contribute to the design and delivery of consulting assignments in climate finance and investment, ensuring high-quality technical outputs, impact and strong client value.
  • Provide expertise across blended finance, climate and disaster risk finance and insurance, resilience and adaptation finance, green/sustainable finance, and private sector finance mobilisation.
  • Support the development of financeable and investable pipelines, market-building approaches, and financing solutions for enterprises, including MSMEs and early-stage businesses.
  • Deliver analytical, advisory, and implementation support to governments, donors, DFIs, financial institutions, MSMEs, investors, and market actors.
  • Act as Project Director or Project Manager on selected assignments, with responsibility for quality, team coordination, client engagement, delivery oversight, budgets, and reporting.

Business development and growth

  • Play a major role in business development, including opportunity identification, pre-positioning, partnership development, capture planning, proposal writing, and tender submission.
  • Lead or contribute to bids for work delivered directly by OPM and through consortia, joint ventures, and strategic delivery partnerships.
  • Help strengthen OPM’s market position in climate finance and investment by contributing to strategy, thought leadership, and a differentiated offer to clients.

Partnerships, external engagement, and strategy

  • Build and manage strategic relationships with partners, donors, clients, investors, and specialist collaborators.
  • Contribute to OPM’s strategic thinking on climate finance and investment priorities, partnership models, and portfolio growth.
  • Represent OPM externally through meetings, workshops, publications, and other business and technical forums.

Team contribution and line management

  • Work as a core member of the Climate Finance & Investment team, collaborating across the wider Climate Practice and with colleagues from across OPM on cross-practice programmes and bids.
  • Line-manage and coach one direct report, supporting their performance, development, and professional growth.
  • Contribute to internal learning, quality improvement, and the strengthening of OPM’s technical and delivery capabilities.

Key Qualifications / Experience / Skills / Behaviours

  • More than 10 years of relevant professional experience in climate finance, impact investing, banking, structured finance, financial-sector development, catastrophe/natural hazard insurance, or related fields.
  • Experience in emerging and frontier markets/working in low- and middle-income countries.
  • Deep understanding of blended finance mechanisms and instruments, and how these can be used to mobilise private capital for climate, resilience, and development outcomes.
  • Experience in one or more of the following: climate- and disaster-risk finance and management, adaptation and resilience building and financing, sustainable/green finance, private-sector development, market-systems development, and access to finance.
  • Demonstrated ability to support the development of financeable and investable pipelines, including for MSMEs, start-ups, and inclusive enterprise ecosystems.
  • Experience working with governments, donors, DFIs, development programmes, financial institutions, insurers, investors, and/or private-sector actors.
  • Strong track record in technical delivery, including project design, implementation oversight, analytical work, stakeholder engagement, and high-quality written outputs.
  • Significant experience in business development and bidding, including leading or contributing to successful tenders and consortium-based opportunities.

  • Excellent strategic and conceptual thinking, with the ability to develop practical, innovative, and impact-oriented solutions.
  • Strong interpersonal and relationship-management skills, with the confidence to work across cultures, disciplines, and institutional types.
  • Excellent English writing skills, including the ability to produce clear, persuasive, and high-quality technical and bid documents.
  • Strong organisational skills and the ability to manage multiple priorities in a structured and reliable way.
  • Comfortable working collaboratively in teams while also operating independently with sound judgement and initiative.
  • Demonstrated ability to coach and support junior colleagues.
