Overview

The Public Finance Management team at Oxford Policy Management is seeking qualified Nepal-based public financial management and tax experts on a fixed-term basis, contingent on the successful outcome of a bid for an upcoming international development project.

 

  • Tax Administration Expert
  • Tax Law & Revenue Policy Expert
  • Public Financial Management (PFM) Expert

The opportunity will support the Government of Nepal in strengthening tax administration, digital transformation, domestic revenue mobilisation and revenue policy reforms.

 

The positions would be based in Nepal.

Position Summary

Depending on the specific role and area of expertise, responsibilities may include:

  • Providing technical advice and support to relevant government institutions and counterparts.
  • Supporting the design, development and implementation of reforms, policies, systems and processes.
  • Conducting assessments, reviews, analyses and diagnostic studies to inform reform priorities and interventions.
  • Providing expertise in areas such as:
    • Tax administration
    • Tax policy and legislation
    • Revenue mobilisation
    • Public financial management
    • Fiscal planning
    • Digital transformation
  • Supporting the modernisation and strengthening of institutional systems, procedures and service delivery.
  • Contributing to the development of strategies, frameworks, methodologies and implementation plans.
  • Designing and delivering training, workshops, mentoring and other capacity-building activities for government officials and stakeholders.
  • Supporting stakeholder engagement, coordination, taxpayer or public awareness, and knowledge-sharing initiatives, where relevant.
  • Preparing technical reports, policy papers, training materials, guidance notes and other project deliverables.
  • Contributing to initiatives aimed at strengthening:
    • Governance
    • Fiscal sustainability
    • Domestic revenue mobilisation
    • Public sector performance

Key Qualifications / Experience / Skills / Behaviours

Candidates should have:

Qualifications

  • A Master's degree in a relevant field, such as:
    • Public finance
    • Economics
    • Taxation
    • Accounting
    • Law
    • Public administration
    • Management
    • Another related discipline
  • Excellent written and spoken English language skills.
  • Relevant technical expertise aligned with the specific role and area of specialisation.

Experience

Candidates should demonstrate:

  • At least 10 years of relevant professional experience, preferably in:
    • Public sector advisory
    • Technical assistance
    • Institutional strengthening
    • Capacity development
  • At least 10 years of specialised experience in a relevant technical area, such as:
    • Public financial management
    • Tax administration
    • Tax law and revenue policy
    • Domestic revenue mobilisation
    • Fiscal policy
    • Related fields
  • Significant professional experience working in Nepal, preferably with a strong understanding of the country’s institutional, policy and development context.
  • Experience working with relevant:
    • Government authorities
    • Ministries
    • Revenue agencies
    • Public sector institutions
  • Experience supporting international development programmes, reform initiatives or donor-funded technical assistance projects would be an advantage.
