Overview

The Public Finance Management team at Oxford Policy Management is seeking a qualified Nepal-based Digitalisation Expert on a fixed-term basis, contingent on the successful outcome of a bid for an upcoming international development project.

 

The opportunity will support the Government of Nepal in strengthening digital transformation within tax administration and related public-sector systems.

 

The position would be based in Nepal.

Position Summary

The Digitalisation Expert will provide technical advice and support to strengthen digital systems and processes within tax administration.

 

Responsibilities may include:

    • Supporting the procurement and evaluation of core tax software solutions.
    • Advising on international tendering processes for tax administration systems.
    • Supervising the customisation of off-the-shelf tax software and the development of new modules.
    • Ensuring quality assurance of procured, customised and newly developed tax systems.
    • Supporting the development of the e-Taxation Master Plan.
    • Conducting feasibility assessments for data warehouses, data mining and advanced analytics solutions.
    • Supporting the digitalisation of tax audit functions and taxpayer services.
    • Leading change management and supporting the rollout of new tax systems and digital solutions.
    • Building the capacity of Inland Revenue Department (IRD) staff in digital transformation initiatives.

Key Qualifications / Experience / Skills / Behaviours

Qualifications

  • A Master’s degree in Information Technology, Information Systems, Computer Science, Digital Governance, Management Information Systems or a related field.
  • Excellent written and spoken English language skills.

Experience

Candidates should demonstrate:

  • At least 10 years of professional experience in public-sector advisory and capacity development.
  • At least 10 years of specialised experience in the digitalisation of government services.
  • Proven experience in tax IT systems, e-governance, enterprise software procurement and digital transformation programmes.
  • Demonstrated experience in software quality assurance, systems integration, change management and implementation support.
  • Experience working on tax administration or public-sector digitalisation projects would be an advantage.
